8TH Grader, Charged with Assult because of a Dare

In 8th grader, in Maryland, grabbed a classmate by her shirt and kissed her, as part of a dare, and unknowing the consequences. A simple kiss is know being handled by the school and by the criminal justice department. The thirteen year old boy was charged with a second degree assault and as well as disciplinary actions from his middle school. I find this extreme and almost a waste of time, how is a thirteen year old boy going to have a criminal record based on an immature dare? Yes, he should get in trouble because he disrespected and embarrassed a classmate. But the government should not be getting involved, the school and parents should be able to handle this on their own.
